According to Irish Legend St. Brigid made a deal with St. Patrick to allow women to propose to men. This was to take place every four years. It was meant to help balance out traditional gender roles.
In some european countries if a man refuses such a proposal he is suppose to present the lady with 12 pairs of gloves. This allowed the lady to hide her embassament of not having an engagement ring.
In Scotland being born on leap day is considered unlucky. It is thought to be a bad year for livestock as well.
Greeks think getting married during a leap year is unlucky especially if you do it on leap day itself.
