In 1991 the Angus Reid organization undertook a national poll to learn the extent to which Canadians favoured diversity. They found that a large majority of Canadians favour a federal policy that promotes and ensures equality, eliminates racial discrimination in education, health care and justice systems, helps police to improve their services and new immigrants to acquire skills to integrate. A large majority also favoured proactive activity such as developing helpful school materials, recognizing that diversity is acceptable and helping organizations reflect Canadian diversity.
