According to either the rioters or "The Oro", "The cake is a lie". In one of the hallways of the Preston Hotel it was written on the wall. Up stairs near the mutilated corpse of Malcom VanHorn is written "wat." I'm thinking because it was in the Preston Hotel it was the rioters. Makes me think if it was a reference to you know who.
