Umm, okay I am not a person who will say "omg inuyasha/chibi super kawaii desu!", will try to give you some constructive criticism, since I see you got some potential to be a good artist.
It looks pretty unfinished. The hair looks good, but try to work on the shoulder part, pay attention to references will help you reach certain quality. You seem to rush a bit with his clothes too, so you won't get a high rating from me.
